Request for Proposals (RFP-49): Hiring of Individual Consultants – FABS Competency Centres

The Directorate General MIS, under the Office of the Controller General of Accounts (CGA), Islamabad, is seeking qualified and experienced individuals for 28 consultancy roles across various domains, as detailed in RFP-49/MIS/FABS/Proc/New Consultants/2025, dated 20th May 2025. The hiring will support specialized functions within FABS Competency Centres through an open competitive bidding process. Applications are invited from individual consultants with expertise in SAP (Fi, HR, ABAP), Financial Reporting, Web and API Development, Network Security, and Procurement. Each consultant will be engaged for 1 to 3 years, depending on the scope and requirements.

About the Directorate General MIS (FABS) – CGA Office:

The Directorate General MIS, functioning under the Controller General of Accounts, oversees the management and technical operations of Pakistan’s Financial Accounting & Budgeting System (FABS). FABS is responsible for modernizing and managing public financial operations using SAP technologies, enabling improved accountability, transparency, and budgetary control across federal departments. Located in Sector G-5/2, Islamabad, the CGA Office operates in compliance with international best practices and the Public Procurement Regulatory Authority (PPRA) standards. This RFP initiative is a part of its broader vision to hire top-tier consultants under the individual consultancy opportunities FABS 2025 framework.

3. Hard Copy (Exception Only): Where EPADS registration is constrained, hard copy proposals will be accepted with a Bid Securing Declaration Form.
