Advisor and Assistant Advisor – Federal Tax Ombudsman Secretariat (FTO) – Multiple Cities (2025)


The Federal Tax Ombudsman Secretariat is looking to onboard experienced professionals as Advisor and Assistant Advisor under Section 20 of the FTO Ordinance 2000. This service-based engagement is aimed at strengthening regional complaint handling and administrative review against tax-related grievances across Pakistan. Positions are open in multiple cities including Islamabad, Karachi, Lahore, Peshawar, Quetta, Faisalabad, and more. Candidates must bring a deep understanding of Income Tax, Customs, Sales Tax, and Federal Excise matters, having served in relevant government or semi-government departments. This is a fixed-term assignment, offered initially for six months, with the potential for extension based on performance. The roles demand discretion, procedural clarity, and working knowledge of tax administration.

About the Federal Tax Ombudsman Secretariat (FTO)

The Federal Tax Ombudsman Secretariat is a statutory authority under the Government of Pakistan, created to address systemic issues and public complaints related to the Federal Board of Revenue (FBR) and its associated departments. The Secretariat is empowered to investigate maladministration in tax administration, ensure taxpayer rights are respected, and recommend reforms for efficient service delivery.

Through its legal authority, FTO serves as an independent platform to hold tax administration accountable, rectify policy misapplications, and streamline administrative mechanisms that affect taxpayers nationwide.

The organization works closely with legal experts, tax professionals, and former officers from the revenue and audit sectors. It operates with integrity and transparency, offering fair hearings and redressal under the ordinance’s provisions. With this recruitment, the Secretariat seeks to expand its operational efficiency across multiple regional locations.


Eligibility Criteria

  • ✅ Bachelor’s degree (minimum 14–16 years of education) from a recognized institution
  • ✅ Extensive experience (20–25 years depending on position) in tax-related matters
  • ✅ Demonstrated track record in Customs, Income Tax, Sales Tax, or Excise Law application in a regulatory or enforcement capacity
  • ✅ Retired officers from FBR, Customs, or related services may also apply if relevant experience aligns with the job scope

🔍 Duties & Responsibilities

For Advisors:

  • Review, analyze, and prepare reports on complaints filed against FBR departments
  • Assist in data examination and conduct hearings where required
  • Coordinate with FTO officers, legal teams, and regional officials
  • Ensure that complaints are managed efficiently within ordinance timeframes

For Assistant Advisor:

  • Provide analytical support and help document case summaries
  • Liaise with legal officers to draft notices, summaries, and advisories
  • Support coordination with complainants and maintain tracking logs
  • Perform field or desk-based research on tax laws, orders, and notifications

📄 Terms & Conditions

  • 🗓️ All appointments will be made strictly under Section 20 of the FTO Ordinance 2000
  • ⚖️ Appointments are without salary and initially for six months; further extension may be granted based on performance
  • 💼 The FTO may consider a fixed compensation based on output or value added, at its discretion
  • ✅ Government and semi-government employees must apply through proper channel
  • 📤 No application will be accepted by hand; only online submissions are valid
