The Local Government & Community Development Department (LG&CDD), Government of Punjab, invites applications for its LG&CDD DREAMS-I project staff jobs: Municipal Financial Management Expert, Manager Community Engagement, Assistant Manager Finance & Accounts, and Assistant Manager Collection & Recovery. These are one-year, contract-based roles (extendable on good performance) located in Lahore and Bahawalpur, Punjab. Candidates must hold relevant degrees (Finance, Mass Communications, Business Administration or related) and meet age limits (50–55). Required experience ranges from municipal finance and urban sector development to community outreach and revenue management. Domicile in Punjab Province is mandatory. Project Background

The DREAMS-I initiative, backed by the Asian Development Bank, aims to strengthen municipal service delivery and climate resilience in Punjab’s urban areas. Under this scheme, LG&CDD focuses on financial management systems, community engagement strategies, and effective revenue processes to support transparent governance. Staff in these roles will help design policies, monitor budgets, lead community outreach, and ensure fiscal accountability. Candidates will join a multi-disciplinary team committed to local development and inclusive decision-making.


Key Responsibilities

Municipal Financial Management Expert

  • Develop, monitor and report project budgets and financial statements
  • Ensure compliance with government financial regulations and procurement guidelines
  • Coordinate external audits and recommend corrective actions
  • Advise leadership on fiscal risk management and climate-resilient funding

Manager Community Engagement

  • Plan and execute community outreach and awareness campaigns
  • Liaise with local stakeholders, NGOs and media to promote municipal reforms
  • Organize public meetings, workshops and training sessions
  • Draft communication materials and track engagement metrics

Assistant Manager Finance & Accounts

  • Maintain ledgers, reconcile accounts and prepare monthly financial reports
  • Support budget revisions and track expenditure against approved allocations
  • Assist in procurement processing and invoice verification
  • Coordinate with auditors and prepare responses to audit queries

Assistant Manager Collection & Recovery

  • Analyze revenue streams and develop recovery plans for outstanding dues
  • Coordinate with municipal offices to streamline billing and collection
  • Prepare regular reports on recovery performance and recommend improvements
  • Support policy implementation on fee structures and financial controls

About the Local Government & Community Development Department
